The dilution ratio is the ratio of the solute (the substance to be diluted) to the solvent (e.g., water). When a detergent manufacturer suggests a 1:9 dilution, it means that you add 1 unit volume of chemical concentrate to 9 unit volumes of the solvent – usually water), which will give a total of 10 units of volume.
